Students, specially those in the high school and grade school are required to wear a uniform. And of course they are also require to wear a formal school shoes.
When I was in high school, we are not allowed to wear any kind of shoes except formal dress shoes if you are wearing the school uniform. Strict as it may seem, but it actually helps the uniformity of the school.
