The government is not the most popular institution in terms of mass acceptance and appeal. Every move they make is under scrutiny. From demonstrations and rallies against policies and system of governance can be seen through out the globe and usually the Head of the country or state is to be blamed. An infamous incident of shoe throwing happened again this time with China's Premier which you can see here:
